Rafael Ortega Cobo was born in Baños de la Encina, Spain on February 20, 1932. The family moved to Jaén, where Rafael started his artistic studies at the School of Art. The family moved again to Madrid, where Rafael studied from 1950 to 1956 at the School of Fine Arts. Upon graduation he was awarded scholarships from the Foundation "Molina Higueras" and "Carmen del Rio" to study at the Spanish Royal Academy of Art.

He moved to Paris in 1959, where he lived many years. In his later years he returned to Almuñecar Spain, where he died in September 2006.
